PostgreSQL Anonymizer: Cached plans bypass transparent dynamic masking after a role change or a new masking rule

Impact

PostgreSQL Anonymizer versions before 3.3.0 may expose sensitive information after a role change or new masking rule, until the session ends. The issue is due to cached plans not being invalidated. Users with existing plans can still access unmasked data.

Summarized by @cf/meta/llama-3.3-70b-instruct-fp8-fast. Verify details against the original sources.
